1992 Clean Environment Commission Report

   
 

In 1992, the Clean Environment Commission (CEC), the Manitoba government’s arms-length environmental assessment department, reported on the logging plans of Abitibi-Price Inc. At the time Abitibi-Price had the rights to log in Forest Management License Area 1 (FML 1), on the east side of Manitoba, and required approval for their new 8-year plan for their license area. This was the very first environmental assessment of forestry operations in Manitoba.

One of the concerns about the license was the extensive clearcut logging in Nopiming Provincial Park. The extensive hearings involved lawyers for Abitibi-Price arguing against many concerned citizens and organization in Manitoba. In the end the CEC submitted recommendations to the provincial government. Section 3 of the recommendations is entitled “Forestry activity in Nopiming Park”. The first line states:
"(a) Nopiming Park shall cease to be used as a source of wood fiber for commercial forestry as of 3 years from the date of issuance of the license, but in any case no later than January 1, 1996."

Further along in the report under section 6 “General recommendations to the Minister of Environment”, it states the following:
“(h) Commercial forestry activity in all provincial parks should be phased out.”

The last recommendation is also pertinent.
"(j) The extreme northeast of Nopiming Park shall be considered for wilderness status...contiguous with the larger area of Caribou Wilderness Park in Ontario, and mutually reinforce the protection which wilderness status affords.”

The very first time the forestry activity in Manitoba was reviewed by an environmental commission, it was recognized by this government agency that we shouldn’t be logging in provincial parks. More than 15 years after these recommendations were made, no provincial government has followed through and protected our provincial parks.

In Manitoba, the Environment Act legislation states that if recommendations from the Clean Environment Commission are not followed, the government must give written explanations as to why the recommendations were disregarded. We have located the written explanation, and found it to be unusual. It is a rare if not unique case where all of the six recommendations were dismissed by the government in a few terse sentences.

In 1999, Tembec bought the forestry operation and took over the license for FML1. These environmental recommendations and the government dismissal of them was written into the license which Tembec received.

We must demand, as Manitobans and owners off the public forest Tembec is destroying, that the current government follow the recommendations put forth 15 years ago. It was understood 15 years ago, just as it is now, that the well-being of our province and the best interests of Manitobans will be served when clearcut logging in our provincial parks is ended.
